Snakes block each other, and that is the entire puzzle. Each one needs to leave the board, but their bodies overlap in a tangle, so only certain snakes have a clear route out at any moment and moving the wrong one first can seal the exit for another. Dragging or tapping selects and moves them in three dimensions, with the castle setting giving the layouts enough vertical stacking to hide which snake is genuinely free. Working out the order is the task; executing it takes no dexterity at all.
