Are these actually maths practice or just number themed?

Both kinds are here. The multiplication and order-of-operations games are genuine drilling with a score attached, while merge and 2048-style games use numbers as tokens - the skill there is spatial planning rather than arithmetic.

Is there a timer on these?

Mostly not, which is the main reason to pick this section over a runner. The exceptions are the arithmetic drills, where the clock is doing the work of forcing recall rather than calculation.
