Tapping a slot places a weapon; tapping an already-placed one opens the choice between upgrading it or repairing damage it's taken, and those are competing uses for the same limited resource rather than two separate budgets. Spending everything on upgrades early leaves nothing to repair the wall that's already cracking by wave three, while repairing too cautiously means your weapons never hit hard enough to keep pace with what's coming. The waves scale up in number rather than in enemy variety, so the base that survives is the one built wide instead of the one built deep in any single slot.
