Tapping one tile does not flip one tile. The entire line it belongs to turns over with it, which is what makes an apparently simple board — four by four, two faces, pink and grey — considerably harder than it looks. Getting three corners right and then ruining them with the move that fixes the fourth is the normal early experience. The way through is to stop treating it as a picture and start counting: a line flipped twice is a line untouched, so what decides the puzzle is which lines get flipped an odd number of times, and in what combination.

Does the order of my moves matter?

Only the count does. Flipping the same line twice cancels out, so the board is decided by the set of lines flipped an odd number of times. That is why a solution can be worked out first and then entered in any sequence you like.
