Merge the Presidents runs on the same logic as every two-into-one merge game: drag two matching cartoon heads together and they combine into the next figure up the ladder, freeing a space on a board that's constantly filling in behind you. What separates a good round from a cluttered one is resisting the urge to merge the first pair you see, since the board rewards spreading low-tier duplicates apart until you have a clear lane to chain three or four merges in a row. Running out of space mid-board is the usual way a run ends, typically because a corner got clogged with mismatched pairs nobody wanted to combine. There's no time pressure beyond the board filling up, so pace is dictated entirely by how greedy you are with placement.

Only figures of the exact same tier merge, and a couple of the character designs look close enough at a glance to be mistaken for a match when they are actually one tier apart. Tapping a mismatched pair just wastes the move instead of combining anything.
